Senator Feinstein Introduces Assault Weapons Ban of 2013

Senator Feinstein has introduced her proposed Assault Weapons Ban of 2013.    This proposed federal legislation is similar to what she proposed in December and includes some provisions similar to New York’s Secure Ammunition and Firearms Enforcement (SAFE) Act of 2013.
 
 

The Senator’s own summary of S.150 – “A bill to regulate assault weapons, to ensure that the right to keep and bear arms is not unlimited, and for other purposes” — can be found here.  The full text of the bill has just been made available and can be found here.

The Assault Weapons Ban of 2013 would:
  •  Ban the sale, transfer, importation, or manufacture of: 
o   157 specifically-named firearms;
o   Other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one or more military characteristics;
o   Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds; and
o   magazines capable of holding more than 10 rounds.
  •  Exempt 2,258 specifically-named rifles and shotguns (the overwhelming majority of which are not semi-automatic).
  •  Exempt antique, manually-operated, and permanently disabled firearms.
  • Grandfather firearms legally possessed on the date of enactment, but require that any transfer of them go through a licensed dealer so that a background check can be performed on the transferee.
