November 4, 2013: The NY SAFE Act’s ammunition background checks and sales information recording requirements will not go into effect in January.  The terms of the statute require background checks for all ammunition sales and require sellers to record various information concerning each ammunition sale, including the name, age and occupation of the purchaser and the manufacturer, type and lot number of the ammunition.  These provisions, however, were conditioned upon the implementation of a background check system which the state apparently has not yet created, leading the State Police to announce that it “is working on technology solutions to be able to carry out this section of the SAFE Act so that the public, buyers and sellers are not inconvenienced or delayed in any way when they purchase ammunition.”  Exactly when those “technology solutions” will be implemented remains unclear.
