Texas Governor Signs Open Carry Bill

June 15, 2015; Texas Governor Greg Abbot has signed HB 910 (The Texas Open Carry Bill for Concealed Handgun Holders) and SB 11 (the Campus Carry Bill) into law. HB 910 – which will go into effect on January 1, 2016 – allows for license holders to openly carry their handguns in shoulder or hip holsters. SB 11 – which will go into effect on August 1, 2016 – will allow the open carry of concealed handguns on the campuses of public universities within the State of Texas (private universities will be permitted to opt-out if they so choose). “Smart Gun” Bill Introduced

June 15, 2015; Senator Edward J. Markey (D-Mass) and Representative Carolyn Maloney (D-NY) recently introduced the Handgun Trigger Safety Act. The Act – if passed – would require all newly-manufactured handguns to be equipped with “smart gun” technology or user-recognition technology within five years of enactment, and would mandate that, within ten years of enactment, anyone selling a handgun must retrofit it with personalization technology before a sale is completed. The Act is similar to one passed by New Jersey legislature in 2002. A copy of the Handgun Trigger Safety Act can be found here
